MARSHALL Scott OGIER
DIRECTOR OF Economic Development and Workforce Systems
Marshall Ogier works at the intersection of economic development, workforce systems, education, and public policy. At Seeding Success, he leads efforts to align schools, postsecondary institutions, employers, workforce organizations, and community partners around strategies that expand economic mobility and strengthen pathways to family-sustaining careers in Memphis.
His work includes advancing the economic development and workforce strategies within More for Memphis, strengthening connections across the region’s workforce and higher education systems, and developing approaches that reduce barriers to education, training, and employment. He also represents Seeding Success in local and national conversations focused on connecting research, policy, and practice to improve economic mobility. In 2026, Marshall was selected as a Rockefeller Foundation U.S. Big Bets Fellow, where his work focuses on building a more connected and effective workforce system in Memphis.
Before joining Seeding Success, Marshall coordinated youth programs at the University of California, worked as an accounting manager for a multinational investment firm, and taught in Memphis. He holds bachelor’s degrees in Economics and Sociology from the University of California, Davis, and a Master of Science in Education from Johns Hopkins University.
Marshall lives in Memphis with his partner, Christa, and their two sons, Scott and Ansel. Outside of work, he enjoys spending time with his family, being outdoors, and getting around Memphis by bike.
